Bulgaria ranks fifth in EU by compliance with European legislature

Bulgaria ranks fifth among the 27 countries members of the European Union (EU) by the percentage of the EU directives included in the national legislature, according to Gergana Grancharova, Bulgarian Minister for the EU Affairs.

Grancharova spoke Saturday in the Evsinograd State Residence, near Varna where the Council of the EU is holding a meeting.

The procedures initiated by the EU to investigate violations of the European legislature in Bulgaria have been 103 in the beginning of 2008, while currently they are only 31 such cases.

Bulgaria has already fulfilled its obligations for 14 of those 31 cases, and is awaiting the decision of the European Commission (EC).

17 cases are still investigated while the State is working on their solution. Among them, 5 are related to tax laws, 4 are in the area of the environment, two in the area of energy production, 1 in the area of the bio-metric data for passports, 1 is for the emergency hotline and the 112 number and 1 for the limitations for opening a pharmacy in Bulgaria.

There is also the case regarding ways to access the notary public profession in Bulgaria. Similarly to France and Germany, Bulgaria is going to use legal ways to argue with the EC if it should allow foreign citizens to practice the notary public profession in the country.

The patent laws and the railroad transportation are the remaining two cases.

Grancharova further explained that these investigations are not penalties, but just measures aiming at motivating the countries members of the EU to introduce European legislature.

If Bulgaria, however, does not comply with the opinion of the EC, the EC could initiate legal proceedings before the EU Court. If the country continues with the noncompliance, then the EC can impose financial sanctions.

The Council of the EU is also discussing in Evsinograd the introduction of a National Integrated Strategy for Maritime Policies.
